Google: Disavowing A Site Won't Hurt The Site

Gary Illyes from Google said on Twitter in one word that "no" adding a disavow to a site won't necessarily hurt that site from ranking.

It will not definitely hurt any site because disavowing is only a request to Google to remove the unwanted links connecting the site.

Of course, if a site disavows links to another site, those links won't be counted towards the site and won't have a benefit. Thus, if you lose any benefit it can feel like it hurts. But now, there are a bunch of ways to look at this.

Disavowing links do not hurt the website in any way. Disavowing is in itself is request to the search engine that you do not appreciate that backlink.
